PA DOC Washington County Scope
The Pennsylvania Department of Corrections operates the statewide prison system. Its official state-prison directory lists no state correctional institution physically in Washington County. A Washington County court can still commit a person to state custody. After classification, PA DOC may house that person at an SCI elsewhere in Pennsylvania. The nearest prison should never be assumed to own the record.
This is a system page, not a description of a fictional Washington County state prison. Washington County Correctional Facility is the local county institution and serves a different custody role. A county defendant sentenced to two years or less may remain under county authority, while a state commitment enters PA DOC's statewide placement process. The sentencing order and commitment establish which route applies.

A missing local SCI does not mean Washington County sentences bypass PA DOC. It means the locator must be searched statewide.
PA DOC Release Paths
A person can leave an SCI through parole, maximum-sentence expiration, transfer, or another lawful correctional process. Parole is conditional release from prison before the maximum date. The person remains under state legal custody and field supervision. Maximum expiration or final discharge ends a different stage of the sentence. A transfer merely changes the institution and is not community release.

Each statement should name the proposition proved. “Paroled from an SCI” is not the same as “sentence completed.” Likewise, leaving WCCF for PA DOC ends county custody but does not mean freedom from confinement.
Search PA DOC Release Records
The official Inmate/Department Supervised Individual Locator has two modes. Inmate Locator covers people in state prison custody. Department Supervised Individual Locator covers people under state community supervision, including parolees. PA DOC says the service updates daily and excludes county facilities and people held by another state.
- Select inmate or supervised-individual mode based on the known stage of the sentence.
- Use the inmate or parole number when available. It is more precise than a common name.
- With a name search, add only verified biographical filters and inspect every plausible result.
- Open the detail record and preserve the exact status, number, location, date labels, and update time.
- Compare the result with the CP-63 Washington County sentence and any Parole Board action.

Note: A same-hour absence after transfer is not decisive because state intake and the locator's daily update may take time.
Read PA DOC Release Fields
Result data can include name, inmate or parole number, age or birth information, committing county, current or permanent location, and the field labeled “Release Date.” Not every record displays every item. Preserve the live wording rather than replacing it with a more convenient label.

A parole-office association supports that the person left an SCI for state supervision. It does not establish the hour of physical exit or prove that the sentence ended. An SCI association supports confinement unless the live record states otherwise.
PA DOC Sentence Dates
Pennsylvania's ordinary state sentence is indeterminate. Under 42 Pa.C.S. § 9756, a court generally imposes a minimum and maximum. The minimum is usually the first parole-eligibility point, not an automatic release date. The maximum is the judicial endpoint, subject to lawful computation, credit, aggregation, and recommitment.
Pennsylvania has no general rule requiring every state prisoner to serve about 85 percent. Federal good-conduct rules do not govern a PA DOC sentence. The Recidivism Risk Reduction Incentive framework can create an alternative minimum for an eligible person after the required court and DOC processes, but it is not universal credit and does not guarantee parole.
Sentence computation may change through credit for time served, concurrent or consecutive structure, parole action, detainers, misconduct consequences where authorized, recommitment, judicial amendments, and qualifying statutory programs. The court orders and DOC calculation control. Public estimates should not promise a day.
Washington County State Transfers
A state sentence begins in the Washington County court record. The CP-63 docket establishes the sentence and commitment. PA SAVIN may then report that WCCF custody ended through a release or transfer event. That event is not community release. Check the PA DOC inmate side after intake and allow for the daily update cycle.
The county and state systems can briefly appear out of sync. WCCF no longer publishes a public roster, while DOC data may not yet show a new arrival. The durable source is the sentence and commitment order. Once the person enters state data, compare the DOC number, committing county, location, and dates. Important: Release from WCCF to PA DOC is a change of custodian. It is not release to the community.
PA DOC Parole Verification
When parole occurs, the Department Supervised Individual side may show a parole number, release date, and current office. Pair that operational record with the Pennsylvania Parole Board action and the Washington County sentence. A Board grant can still depend on an approved plan, institutional requirements, detainers, and release processing. The favorable vote date is not necessarily the day the person left prison.
A refusal ordinarily means confinement continues toward later review or the maximum, subject to the decision and governing law. Recommitment can return a parolee to custody. Rescission can withdraw a prior grant before release. These terms describe different state decisions and should not be reduced to a single released-or-not label.

Start with the public locator for a current state custody or supervision check. For a state prison or parole record that is not public there, use the official PA DOC or Parole Board records process and identify the DOC number, record type, and date range. Institutional security, medical, victim, and personal data may be redacted or withheld under applicable law.

The Pennsylvania Right-to-Know Law reaches qualifying existing agency records but does not require creation of a new release report or an answer to a question. Judicial sentencing records follow court access rules instead. For a certified Washington County sentence, use the Clerk of Courts route tied to the docket.
Older state release confirmation may require more than the changing public locator. Preserve any DOC number, committing county, institution, Board action date, and the precise release or discharge question. Then pair the response with the Washington County sentencing order. A historical court docket can establish commitment and sentence terms even after active supervision ends, while a DOC record addresses the state custodial event. If the locator no longer returns an active state record, report that narrow result rather than claiming the person was never in PA DOC custody.
Records can also differ because one source was updated before another. A court credit order, recommitment, sentence aggregation, or later amendment may alter computation. Cite the date of each record and ask the office responsible for that record to explain its own field. PA DOC cannot revise a judicial order, and the Clerk of Courts cannot certify a current correctional status.
